A Calcasieu Parish grand jury on Thursday declined to indict a man accused of grabbing a woman on a Vinton street at night and raping here in a nearby garage.

The man, William Michael Tibbits, was charged with aggravated rape and second-degree kidnapping on June 21.

Tibbits is being held at the Calcasieu Correctional Center on $200,000 bond. Ricky Fox, Vinton police chief, said in June that Tibbits is wanted for crimes in other states.
