Deputy Chief responds to outcry over fatal shooting of dog

Lake Charles Deputy Police Chief Mark Kraus said he wishes public outcry for violent crimes would match the community’s response to the fatal shooting of a dog by a police officer on Monday during pursuit of three carjacking suspects.

Kraus said he didn’t want to downplay the pet owner’s suffering, but that as with many other violent crime cases the victim has been overlooked.

“We have juveniles and young men that are shot down in the streets and murdered in their homes, and I have never in my 25 years as police officer had one phone call where someone from the public said this is outrageous, and we cannot continue down this path,” Kraus said.

“Cumulatively, we have not seen as much response in the death of human beings as we’ve seen on this.”

He said this case is unique in that the dog was minding its own business in its yard until the three culprits fleeing police opened the gate, allowing the dog to get out.

Police said the three attacked a man in the Cinemark parking lot at Prien Lake Mall and stole his car. Kraus said the victim was taken to a local hospital by ambulance.

The carjackers abandoned the car — which officers recognized and tried to stop — and attempted to escape officers by running through several backyards, police said. One of them left the gate of the residence at 3204 Hodges St. open, allowing the dog to get out. 

The dog initially followed the suspects, but then turned its attention to the police officers. Kraus said one officer had to make a fast decision.

“The police officer, who is one of our finest, had to make a split-second decision as to what he interpreted as an attack on him. In doing so he shot and killed somebody’s dog,” Kraus said.

After word of the dog’s death got out, comments supporting and criticizing the officer’s actions began showing up on social media sites.

Kraus said many of the comments were simply “mean-spirited.”

He said there are no winners in the situation and that as in any situation where an officer fires his weapon, the officer’s actions will be investigated.

“I understand the sadness, and somebody has to be blamed. All too often, it’s the police,” he said. Kraus said he has grown weary of “police bashing” during his career. 

“The only thing we can do is the best job that we can. In every situation that I know of, these guys (police officers) pour their heart and soul into this community,” Kraus said.

He said that even though this case is unique, criminal activity precipitated the circumstances that resulted in the dog’s death.

As for the carjacking victim, Kraus said he was released from the hospital. He said that in the midst of the outcry over the dog’s death, the Police Department received no inquiries from the public about the victim’s condition.

“It’s horribly unfortunate that this dog owner lost a dog and a dog lost his life as a result of three thugs — nothing better than future and present criminals,” Kraus said. “I’d just like to see this much passion put forth when human beings lose their lives and when criminals get away with crimes.”

Kraus said two of the suspects are juveniles and that the third, 19-year-old Donnie Caldwell Leonard of Duson, has an extensive criminal history. All three were apprehended and face charges of carjacking, simple robbery and resisting arrest.

The word "maybe" is different than the phrase "may be".
Do you honestly expect people to take your opinion seriously when you use "want" in place of "won't", "maybe" instead of "may be"? Surely not. How can you expect others to consider your opinion when you haven't even considered learning basic english and grammatical skills? Edward you need to keep your opinion to yourself until you can beat a 5th grader in a spelling contest a couple of times in a row. Until then, you should stick to writing in wet cement and eating blizzards with your hands . Suddenlink has lost a lot of respect here today.

The many “mean-spirited” comments that were left came from the LCPD and their supporters. It’s the LCPD & supporters calling concerned citizens mental midgets. It’s them that are throwing eggs by saying the criticizer can’t use their brain and have no life. (Who died and made Chris J King?) Chris J, you have proven to be the loudest SOB here with ALL YOUR CAPITAL LETTERS so according to you, you don’t know how to use your brain (which is obvious). Only a moron would believe the thugs killed the dog. It is sad that the LCPD & Supporters are still dwelling on this, and by the way they get paid to put their lives on the line. The reason there is no police bashing in this article is because all those people have moved on with their life. Seems like Mark Krause has used his words to try and make everyone upset over the dog being killed feel guilty that they did not first check on the victim of the carjacking and also call everytime people commit violence against each other to express outrage. Really? So what he's saying is, we need to call the LCPD every time we hear of a human on human crime to check on the people involved and only then will it make sense to care when an animal is killed by use of excessive force??? I've essentially used this same tactic on my children when they are running around getting on my nerves, I yell "Is your room clean?!?" Because even though it's not the current issue, it gets them away from me for a little while. So Mark Krause fusses at us for "not caring enough" about other issues and deflects from the point that what happened was wrong and pretty much "overkill".

Well let me say to Mr Kraus when he said we have not seen as much response in the death of human beings as we’ve seen on this. just think about it when you get in a fight with another human being they may not speak to you for the rest of their life , on the other hand with an animal or dog in particular you can whip and whip them and ten minutes later they will be right back by your side with all or more love than before. humans will leave each other to die while a dog will always be there to rescue and protect it master. they are so, so loyal. animals will do whatever it takes to protect their babies from harm or death, while we as humas abort them or just throw them in dumsters.the fact is stated that about 3,000 to 4,000 babies are aborted every day, resulting in about 1.5 million deaths a year. so you be the judge maybe humans should take a look at animals and try to live by them with respect, love and protection that they have to each other.

Title: "One of our finest..."

Did I read that right? Did Deputy Chief Kraus say that this officer is one of the LCPD's finest officers? Surely not. Surely Deputy Kraus is just saying that to be nice. Surely this officer that shot a three-legged dog four times is not one of the finest officers on the force.
I understand people are sad about the dog. Still, what I am more upset about is the general attitude of Deputy Kraus toward the general public. Deputy Kraus--we pay your salary! You are an employee. If members of this community get upset over what one of your officers did--so be it. It is not your job to scold the general public for how they respond. It is your job to address the problem. Deputy Kraus shouldn't have even commented further unless he had an update on the investigation. The fact that he decided to just scold the general public for their response is disgraceful. Deputy Kraus's response is indicative of the LCPD's attitude problem. They don't understand that they work for us. If they did, they wouldn't talk that way in a press release.
I think this is just an unfortunate accident. Deputy Kraus's comments are not an accident. They are disrespectful, self righteous, and pointless. His job is to be a public relations liason--not a prick.

Good Job LCPD way to get the thugs off the street. As for the dog, what can I say that hasn't been said. I'm not going to judge an officer for shooting a dog that is coming after him while he is in the process of chasing criminals, it is tragic however, the reality here is crap happens people get over it and for God sake, blame the correct people here you know the criminals, the ones who actually made it possible for the dog to die.
It is clear some here have recently received tickets or were arrested and haven't learned how to be big boys and girls and take responsibility for their actions. Their are so upset over being held responsible for something that they can't put that aside and use actual common sense when looking at situations like this. They just want to get on an internet anonymously and bash cops because they are still feeling that speeding ticket or they were envious because they could never be a cop. It's clear, though some on here will never be happy with anything law enforcement ever does. Poor officers who do that job day in and day out. They will always be needed but everyone loves to hate them.
I saw on TV once where a cop said they look at themselves like sheepdog protecting the flock and how the flock of sheep hate everything about the sheepdog, he can seem pushy, he has large fangs just like the wolf, and he handles them when the sheep get out of line, but when the wolf comes around the flock runs to get behind the sheepdog, the same sheepdog they hate on a daily basis but yet the sheepdog puts himself in harms way between the wolf and the flock for sheep that generally don't like him but know they need him. I always thought that was a super analogy of police work. I maybe in the flock, but I'm a smart sheep and know the world would literally stop without them, not many men and women can say they are the line between absolute anarchy and the descent funtioning society we enjoy today. Thank you for what you do.

This is happening to often across our country . . . Killed pets . . . Wrong houses raided . . . 80+ year old citizens tazed. . . I think our police have become far to militarized . . . I think they are being given too much leeway . . . I also think the cities are too quick to stand behind "screw ups" to avoid lawsuits and union problems . . . I know a lot of good cops, but I know just as many that are screw ups that can not be fired because of the unions.

As for the incident, I know the officer and am proud to call
him a friend. His word could not be more true. People are
hilarious, do you really expect him to wait until he gets bit to
protect himself? Don't attempt to criticize him unless you

The craziest part of this entire story is that Mark Krauss actually
backed an officer. I must say, that would never happen in a
million years, unless he was directly ordered to do so. He is too

he will be able to win. He is the most two-faced person in the state
of Louisiana, and the worst stereotype of politician. I guess it boils

That is their excuse for shooting everything. A officer firing his weapon should be a last resort and in this instance, I do not think it was his only choice.I am sympathetic to victims, especially those that are victims of police actions.Sure, it was just a dog to some people.Maybe the officer should get the same justice a citizen would get for shooting a police mut.

The brave officers involved in this entire ordeal did an awesome job. A job that I would not want, nor do I think I could ever do. They didn't know the man that was beaten but they risked their lives chasing these violent criminals so that I would not be their next victim and to bring those criminals to justice for the injured victim. THANK YOU TO ALL OF OUR LAW ENFORCEMENT FOR WHAT YOU DO. The dog was an unfortunate incident, but like others have said, it is the criminals fault and they should be charged for it somehow.

Title: Mr. Krause misses the mark

I am for policemen, and understand the nature of quick decisions in rapid responses.
Mr. Kraus lengthily compares the concern for the dog with a lack of concern for human crime victims. Not the case.
As I think Heather said, this is about police accountability.
I don't expect perfection. I appreciate all they do.
But he is comparing apples and oranges.
The public DOES get upset with crime, and is sorry for victims.
If the officer had shot a kid, or a mentally handicapped person who seemed to be interfering, or even a normal bystander who tried to interfere, the outcry would be much louder, because collateral police damage IS different.
This kind of response to an emotional situation is additional fodder for the public being cynical toward those who have difficult jobs, that is, the policemen.

Concerned Citizen: Mace is ineffective against dogs and a Taser has a spread designed to hit upright targets, making it very difficult to hit a dog. Did you ever think maybe the Officer had his firearm out while searching for felony suspects? I know if I were an Officer searching for felony suspects I wouldn't holster my weapon to pull out a less lethal one. In a very similar situation a Deputy was killed while chasing felony suspects. If you're a "concerned citizen", I think you should be more concerned with violent felons who beat people and rob them. Before posting please do research.

Does the police officer have pepper spray? Bring in Cesar Milan to give a class on dog body language to your officers.. Use the gun on the kids he was chasing.Or his taser..They beat a MAN, put him in hosp.
The dog was being a dog. He didn't bite the officer..He didn't understand how to play the game..
I won't be shopping in Lake Charles until you get it together.. I don't want to be beaten, robbed or shot .

Title: Action Warranted

Mr. Kraus, your officer was doing a job that I praise God I don't have to do everyday, not knowing what next brand of violence he or she will have to face. As far as I'm concerned, only your officer knows how threatened he or she felt in the vilolent events of that day and had only a split second to decide what had to be done. As far as I'm concerned he or she did an outstanding job in the course of apprehending the violent criminals and if it meant shooting and killing a dog to get that done, then I say fine job officer and I thank you for protecting our community.

I don't think he's saying it is ok to gun down a dog, I think what he is trying to say to people who just can't get it through their heads is that things happen! I mean, I'm pretty sure that in a perfect world, after chasing these guys through yards, knowing they had beat the hell out of someone and stolen their car, that the officer would have used pepper spray when he saw a big dog running towards him. We all love our animals, they usually are like part of our family, but this "public outrage" is ridiculous! Instead of causing such a stink about this, lets thank the officers for catching the guys, because if they did this once, they'll do it again, and next time the victim might not survive.

Yes, it was unfortunate about the dog, and I hate that it happened. The response from Deputy Chief Kraus was money on. It is a sad day when people use an unfortunate incident as a platform to make pathetic, irresponsibility and down right false statements about police officers, who by the way put their lives on the line both day and night for you. Thank God for the men and women of the Lake Charles Police Department and for those who jump at an opportunity to bad mouth a Police Officer you should be ashamed. To the pet owners I wish it would never have happened as I am sure the officer is as well. To all of the men and women of the LCPD, thank ou for what you do and please stay safe

Title: Disappointing

I heard about this unfortunate incident and have made no judgments because I do not have all of the facts of the situation. However, after reading this article, I am very disappointed with Deputy Chief Kraus. I am quite certain if the police had shot a human, the outcry would have been even greater. To turn this around and make concerned citizens out to be the bad guys is abhorrent. I did see comments that were rude and unnecessary by supporters of this dog, BUT I saw rude, unnecessary, and crude comments by other police officers and their supporters. People will weigh in with their opinions - that's what a social networking site is for - but the ones directly involved wanted nothing more than an investigation into the circumstances of what they felt was an excessive response to a situation. Berating people for caring about the death of a family's companion and trying to make them sound callous because they did not ask about the victim is a sad tactic to use. I thank God we have men and women who put their lives on the line to try to make our community safe, and showing concern that one of the boys in blue may have gone too far does not make me a bad person. You should be ashamed, Mr. Kraus. I know I'm ashamed for you.

While I'm not trained a trained officer, my God given common sense tells me that if a cop is chasing 3 car jacking suspects, who just put an innocent person in the hospital, I'd venture to say he had his gun out to protect his life from the thugs should he need to. In the heat of a foot chase with violent criminals, I would just have to think that he does not have time to twinkle toe around and put his gun up as he diverts his attention to an encroaching dog and determine which other tool to use and HOPE it works or else he gets bit and hurt and the suspect gets the upper hand on him as he now has to get rid of pepper spray or whatever and try to get his gun back out, I mean come on really?? The bottom line is if a dog comes to attack me and I'm armed with a gun, it's getting shot, sorry thats just life.

I am an avid dog lover and this really sucks for the owners of the dog that was shot. BUT, a police officer was trying to protect the public and himself from 3 no good thugs that could have easliy high jacked another car and killed people. The death of the dog is the thugs fault not the police officer. No Tom, it is not ok to gun down a dog for no reason, but if you're in a life or death situation, dealing with thugs, protecting the public and you have split seconds to react, and you think you're about to get mauled by a dog, what would you do? I bet not pull a milkbone out and see if he wants to play.

A+ Mark Krause to the Police Dept. some people are just unreasonable because they are well....Just unreasonable people. There will always be mental midgets in society and they seem to be the loudest because they can't use their brains much so they use their mouth. Rest assured the sensible public that is the majority in Lake Charles understand full well that the officer did what he had to do in the situation given, that was of no fault of his own or the dog. For those that can't understand this position that the majority of residents like me feel, it's not that the shooting of the dog is insignificant, it's that IT IS NOT THE OFFICER'S FAULT!! follow me if you will to a wild and crazy conclusion......IT IS THE CRIMINALS FAULT!! (i know crazy huh, such a crazy concept)
PS: Maybe we who have lives unlike the people who sit around looking for eggs to throw at the police should ourselves get a little loud and take a little time to voice our opinions to the mental midgets. Is there a face book page supporting our authorities? I'd love to sign it. In fact I'm thinking about having my Masonic Lodge draw up an award and award the brave officers who risked their lives to catch these criminals.

Title: Diverting the question

The dog was shot three times. Does this mean that if a LCPD officer pulls his gun to shoot me he will shoot me three times? What about collateral damage as the bullets go through the dog and possibly ricochet on through the neighborhood? Why not use a stun gun or mace on the animal?

The difference is people stand up for human rights generally,
but humans must stand up for animal rights, because they can't
do it themselves!! To be outraged on the unfair death of this
family's pet does not equate that the community doesn't value human life!
All we are asking is that the police department value this animals life too!!

Title: Excellent response by the authorities

I want to say this is an excellent response by authorities. While absolutely tragic it boggles the mind how anyone can place blame on the officer who was risking his life chasing carjacking thugs through backyards where he could have easily been killed. The last thing he needed was to a dog running at him also. I'm sure he took no pleasure in shooting a dog that had nothing to do with the suspect or situation, but really this is all the fault of the 3 hoodlums. They and them alone set the situation for this dog to be shot. I don't understand why I have not heard the dog owners attempting to go after them for the dog being shot. It's sad when shootings can happen in these streets everyday and no one cares at all, no facebook pages nothing, yet a police officer protects himself from a dog while chasing serious felons and all of sudden they are ready to march to the white house. As a citizen of Lake Charles this case has embarassed me. There has been numerous articles on the dog, and ONE on the carjacking and beating victim. SAD!

The victim that is mentioned in this article is my husbands cousin. The article says that the police haven't heard of anything on his condition, well, his face is battered up from what he tells us, and has swelling by his kidneys. I guess we all we can really do is thank God he's not dead and thanks God that the police caught te suspects.

Title: Where is our sense of justice.

I totally agree with this article, so many times the victim is forgotten. These thugs were doing a crime, and most of the time the parents have no idea and don't care what they are doing. I have a pet and care deeply for it, but a human life is far more valuable.

Well said Mark Krause. I am always amazed how this story repeats itself again and again in different cities. Sometimes you have to chose people over pets. If you need to blame someone, blame the criminals. Without them this would never have happened.
