Five men were arrested Thursday and Friday for lewd behavior in the public bathrooms at the Lake Charles Civic Center and at I-10 beach, authorities said.
The arrests followed an undercover sting operation conducted by the Calcasieu Parish Sheriff’s Office in response to complaints of indecent sexual behavior in the restrooms at the beach and at the north end of the Civic Center by the kids’ water fountain, spokeswoman Kim Myers said in a news release.
The men were seen masturbating inside the men’s restrooms in plain view, Myers said.
Sheriff Tony Mancuso said the men were not necessarily connected and that each arrest was a different scenario.
“It’s not the act itself,” Mancuso said. “They’re not going to do this in public places where our children come to visit, which is our parks.”
Similar issues have happened before at the Civic Center and at other public places. In November 2011, 13 men were arrested during an undercover sting operation for convening at the Civic Center’s public restrooms and performing sexual acts among themselves.
Mancuso said it has been a while since the Sheriff’s Office has had a problem at the Civic Center but that in light of these recent arrests, his department will start monitoring the area aggressively again.
The following men were arrested and charged with obscenity and booked into the Calcasieu Correctional Center:
Henry P. Carrel, 70, 1235 Georgia Street, Sulphur, bond $5,000.
Donald R. Duplechin, 65, 6070 Bayou Serpent Road, Lake Charles, bond $5,000.
Jimmie R. Fountain, 59, 1710 Arledge Road, Vinton, bond $5,000.
Dwight L. Freeman, 76, 727 Moss Street, Lake Charles, bond $5,000.
Richard H. Vincent, 56, 6742 Corbina Road, Lake Charles, bond $4,000.
