Sulphur man charged with failure to register

A 38-year-old man living in Sulphur has been arrested and charged with failure to register as a sex offender, authorities said.

Calcasieu Parish Sheriff’s Office spokeswoman Kim Myers said Ronnie L. Cowan Jr., formerly of Oakdale, was living in at 202 Jim Pickens Road in Sulphur when he was arrested on Monday.

“The Calcasieu Parish Sheriff’s Office Compliance and Awareness Program Unit received information from Allen Parish officials regarding Cowan,” Myers said Wednesday in a news release. “As required by law, when a sex offender moves they must notify the parish they are registered in of their plan to move and then must register within three days with the parish/county they have moved to.”

Myers said Cowan was convicted of felony carnal knowledge of a juvenile in Beauregard Parish in September 1998.

His bond is still pending.
