A 21-year-old Jennings man is facing charges and a 24-year-old Welsh woman is dead following a two-vehicle crash on Interstate 10 near Lake Charles Wednesday night, state police said.

Sgt. James Anderson, spokesman for Troop D, said Harmonie Roshell Frazier was pronounced dead at the scene by the Calcasieu Parish Coroner’s Office.

The accident occurred near the La. 397 exit, which is about four miles east of the city limits.

Anderson said Jermaine Quinn Pattum, who will be charged with vehicular homicide, DWI, careless operation, driving with a suspended license and failure to wear a seatbelt, was driving east on Interstate 10 when he sideswiped a vehicle in the center lane.

"Pattum's vehicle then struck a center guardrail," Anderson said in a news release. "Frazier was totally ejected from the vehicle while Pattum was transported to a local hospital with minor injuries. Neither was wearing a seatbelt. The driver of the vehicle in the center lane was properly restrained and was not injured.

"Impairment on the part of Pattum is suspected to be a factor in the crash. Toxicology samples were obtained from both drivers and will be submitted for analysis."

Anderson said this is the third fatal crash investigated by Troop D this year.

"In 2011, 50 percent of people who died in crashes investigated by Troop D were killed by impaired drivers. To report impaired drivers, motorists are encouraged to dial *LSP (*577) from their cellular phone or to contact their local law enforcement agency.
