Grand jury declines to indict man accused of rape on McNeese campus

A grand jury declined to indict a man accused of assault on the McNeese State University campus in October of last year.

The grand jury returned a no true bill for Donald Ray Bluin, accused of simple rape.

Bluin was accused of assaulting a woman in Zigler Suites.

At the time, McNeese authorities said the woman did not require medical treatment, but was provided counseling.

They also said there was no sign of forced entry.

Bluin, who is not a McNeese student, turned himself into Lake Charles police.””
