A man authorities believe was impaired during a four-vehicle crash on La. 27 that took the life of a Calcasieu sheriff’s deputy was indicted on a negligent homicide charge Thursday in state district court.

State police said Charles W. Harrell, 30, crossed the center line of the Carlyss roadway and struck Deputy Randall Lee Benoit, 41, head on.

Harrell was impaired at the time of the accident, District Attorney’s Office spokeswoman Holly Carter said.

State police said that after Harrell’s 2003 Ford Focus drifted across the center line and collided with Benoit’s squad car, another vehicle rear-ended Benoit’s vehicle, sending it into the next lane, where it was struck by a truck.

Neither Benoit nor Harrell was wearing seatbelts, troopers said. Benoit was an 18-year veteran of the Sheriff’s Office.

Other indictments

A man and woman were both indicted on rape charges related to allegations they raped a 10-year-old girl in May. Ryan Crenna Garcia, 48, and Olivia Odetta Obrien, 19, were both indicted on charges of aggravated rape, while Garcia was also charged with failing to register as a sex offender.

A Lake Charles man was indicted on two counts of attempted second-degree murder. Authorities said Joshua Caleb Davis, 18, tried to shoot two women, 18 and 21, on Sept. 1.

Two women were indicted on armed robbery charges related to the robbery of a Sulphur convenience store on Aug. 21. Latisha Michelle Lebouef, 37, was indicted on charges of armed robbery, aggravated kidnapping and obstruction of justice. Belinda G. Ellender, 43, was indicted on charges of accessory after the fact to armed robbery and obstruction of justice.

Lebouef grabbed the store clerk by the hair and put a knife to her throat while she was stocking beverages, authorities said.
